My topic is whether shortening or lengthening school days would be beneficial for students and schools, and therefore be adopted by U.S. schools.

Upon closer inspection I realize that my proposal was flawed and poorly worded. Can it be revised to whether or not Bay Area's "shelter in place" order is effective in protecting Californians regarding its economic, educational, and health consequences?
